In the opening of "Pen Pals", Picard is trying out a new equestrian program on the holodeck, and he invites Troi along. She begs off, saying that telepaths don't like a form of transportation that has a mind of its own.
But -- it's a holographic horse, right? It doesn't have a mind, it only simulates the behavior of a horse. It seems to me this would be the perfect opportunity for her to experience something she would normally never be able to experience.

Actually it as an artificial intelligence, as do many of the characters in the holodeck. So in a way it does have a mind of its own.

But in "Manhunt", Lwaxana Troi couldn't read the emotions of holodeck characters. Wouldn't that apply to the horse, as well?

I agree with you on that...she wouldnt. Data didnt have emotions...

Yes, but she would normal be able to sense the feelings of the horse and respond to them. I think that a horse without feelings simply struck her as too "creepy", and she demurred for that reason.
