Yes. In Photoshop and Paint Shop Pro...the programs I use. I use PSP more though.

The programs are a ridiculas price.That's why I'm glad mine were gifts. You can download brushes people have made...special custom brushes. There are a lot of versions though. I have PSP 8 and Photoshop CS.

You put pictures together in a program,and fiddle around. If you are referring to the header. The colors on ze board,well basically you just pick ze colors. Viola! New skin. If you mean change it so you have it all ya have to do is modify your profile and pick what one ya want to use.
