I'm used to thinking of photon torpedoes as massively powerful area effect weapons. In TOS and TNG they were generally used as a last resort or to disable an enemy ship quickly. I remember once Picard ordering torpedoes and Riker saying they were too close -- the backlash of the torpedo would damage the Enterprise! More than once I'd seen just a couple of torpedoes completely vaporize an unshielded, dead in space ship. But I've been watching VOY lately and they seemed to use them as pea shooters. In "Equinox" Janeway ordered Tuvok to specifically target the enemy ship's weapons system, with torpedoes! And the Equinox's torpedo hit Voyager with her shields down, and the only damage it did was a minor hull breach on deck 4.
